What causes things to spray in the first place?

The propellant with Dioxin may be causing more health damage ... than the Dioxin, per se -

Not the propellant, but the JP 4 & JP 5 that was used to dilute the AO mix ... so yes, there was another chemical 'in the mix'

What caused this harm?

The Propellant would most likely be 2-butoxyethanol or that family of chemical: BUTYL for short. I've observed a couple of other groups who have 'this pattern of harm' called CFS, FM or more accurately: Chronic Fatigue Immune Dysfunction (CFIDS). Vietnam vets look like 'gulf war syndrome' vets who look like the general population in the numbers of various health damage they have ... so the chemical of harm could be something that is ongoing in various 'settings'

Vietnam Vets discuss Fever, Headaches, Diabetes & Autoimmune issues. All part of the pattern to look for with Ethylene Glycol Monobutyl Ether exposure

You will notice that in the definition of CFIDS doctors admit they do not know what the fatigue is. If it is this chemical causing the odd assortment of autoimmune issues ... it would be Autoimmune Hemolytic Anemia which IS findable.

In fact, I have also observed that the clues to this anemia are often blamed on the cancer someone comes down with. I strongly encourage you to consider that the ANEMIA is more probably the cause of death than whatever cancer shows up: esophageal, pancreatic, lung, etc, etc

Subnormal Body Temperature?  Low Blood Pressure?  Low Blood Sugar?

CFIDS Symptoms?

Recent exposure to EGBE would have fevers as a 'sign'

after FLU or congestion symptoms ... elevated blood sugar - elevated blood pressure

Check these basics - Look for this pattern *
