Current MSDS on Inipol EAP 22 says all  4 of it's ingredients are hazardous per OSHA, why are the above 3?

Except for water, all of the other 4 are identified as hazardous chemicals according to the criteria of the OSHA Communication Standard (29 CFR 1910.1200)
