Yes, the best study on Gulf War veteran mortality was done by Dr. Han Kang, of VA's environmental epidemiology service.
 
His study shows that Gulf War veterans are dying at the same rate as their non deployed peers, and less than half the rate of matched civilian Americans.
 
No cause of death including cancer stands out as unusual, that is, they aren't dying of any cause at a greater rate than their non deployed peers.
 
Their mortality rates for accidents (car accidents, for example) was slightly higher in the first few years after the war, but this effect disappeared after several more years -- this odd effect has been observed following previous wars as well.

Well, we certainly know that some Gulf War veterans are sick, but it hasn't affected their overall low mortality rates.  VA has provided high quality health care to over 250,000 veterans from the first Gulf War. 
 
There are a number of studies going on now although I am not very much involved with research or Gulf War health research so I can't tell you very much about exactly what is going on in that area.

Is it true that those who do studies don't believe there is any more harm to the Gulf War vets ... ie Gulf War Syndrome group ...
than the regular population?

For that to be the case, there has to be an awful lot of the general public harmed, too. That, in fact, may be more the reality.

OR no one who is primarily harmed by 2-butoxyethanol is getting an accurate diagnosis, and only the secondary ailments are getting the 'credit'
