Bush named Skinner and EPA Administrator William K. Reilly to head the task force coordinating the federal response.

June 14, 1990, Skinner announced his intention to create an Office of Intelligence and Security within OST, and that its first Director would be Coast Guard Vice Admiral Clyde E. Robbins.
